Introduction

A Programme Assumptions Log is a critical tool in programme management used to document, track, and validate the assumptions made during the planning and execution of a programme. This log helps ensure that all assumptions are clearly identified, continuously monitored, and updated as necessary to reflect changes in the programme environment.

Purpose

The primary purpose of a Programme Assumptions Log is to provide a structured approach for managing the assumptions that underpin the programme's plans and strategies. By maintaining a detailed log, programme managers can track the validity of their assumptions over time and adjust their plans accordingly to mitigate risks and ensure successful programme delivery.

Key Components

  1. Assumption ID: A unique identifier for each action item to ensure easy tracking and reference.
  2. Created: timestamp of when the action was first created.
  3. Category: Action category to allow filtering on action types or meetings
  4. Assumption Description: A detailed description of the assumption, including its relevance to the programme.
  5. Rationale: The reasoning behind the assumption and its importance to the programme's success.
  6. Planned Actions: A detailed explanation of the actions, providing enough context to understand its importance and relevance.
  7. Update: An update on the progress of the action or additional notes or comments related to the action item, such as updates on progress, challenges encountered, or any other relevant information.
  8. Assumption: Assumption or constraint.
  9. Criticality: An assessment of the urgency and severity of the issue (e.g., High, Medium, Low).
  10. Score: Mathematical evaluation the issue criticality.
  11. Owner: The individual or team responsible for carrying out the action. This ensures clear ownership and accountability.
  12. Due Date: The deadline by which the action must be completed. This helps in prioritising tasks and managing timelines effectively. Due dates should be contracted with the owner and should not be changed.
  13. Priority: Identification of actions that are high priority or need to be escalated through other governance forums.
  14. Days: The days until the target date for the action closure.
  15. Closed: A timestamp when the action is closed.

Benefits

  • Enhanced Planning: Provides a clear record of all assumptions, supporting more accurate and realistic programme planning.
  • Proactive Risk Management: Helps identify and address potential risks associated with incorrect assumptions.
  • Improved Decision-Making: Ensures that decisions are based on validated assumptions, reducing the likelihood of unforeseen issues.
  • Increased Accountability: Assigns responsibility for monitoring assumptions, ensuring they are actively reviewed and updated as needed.
By maintaining a well-organized Programme Assumptions Log, programme managers can effectively manage the uncertainties inherent in programme planning, leading to a more reliable and successful programme execution.
